Suggestion: Update heif/heic library to 1.13.0

I converted my picture collection to heif/heic format and viewed the files on samsung tablet (android 12).
Some files have viewing problems in different gallery apps. On my computer with windows 10 64bit
I do not see any problems in XnViewMP and other viewer apps.

After one year there is a new stable release of heif/heic library which fix some bugs and get a speed improvement.
Maybe it is possible to refresh the old one from XnViewMP. Thank you!
