custom palette colors process?

Is there an option somewhere that allows you to process an image to use a custom color palette with user chosen colors?

Examples for use:

1) To build an image out of legos. I have 28 lego colors available to me in large quantity. So I'd want to process an image to display as best it can with the 28 colors of lego blocks I have. Then I'd be able to build my picture physically with those legos.

2) To build an in-game map art with a block game like Minecraft. There are only so many colors to work with if building a map on a flat plane, so I'd want to process and image to render itself as closely as possible with the colors available in game.

3) To simulate an image as it would be displayed on an old computer like a Commodore 64 (my childhood computer.) The C64 color palette was only 4-bit or 16 colors specific colors. I'd like to render an image as best as a C64 could with it's specific 16 colors.
