move picture sideways (horizontal) with shift+scroll mouse

Hi,

Is it possible when a picture is being opened in a normal window and when the scrollbars are visible (when zoomed in for example) and also in fullscreen mode, to move the picture sideway when pressing shift+scroll mouse?
It doesn't seem to work. It would be very handy if this was possible.
