Settings - interface - shortcuts
multiple shortcuts work as sequence

To reproduce:
1. goto Settings > Interface > shortcuts
- select any mode
- add few shortcuts to the same action, eg + and 6 to "Zoom in"
- press OK
2. try to zoom in image by pressing 6 OR +
it only works in "+ and then 6" sequence
they shall work as two standalone shortcuts

ps: few notes, guess for separate post
- its not possible to delete one of shortcuts, you have to retype them all
- current approach with 2sec delay is not ideal one, as its not enough to enter 4 (max available) complex shortcuts. Maybe manual Set button will be better.
