I think this problem might not be easily reproducible, but thought I'd describt=re just the same. This is how I process new photos:
1. Download (Jpeg & RAF/Fuji Raw) from camera into new sub-directory of a directory tree for processing.
2. I delete some, categorize and rate others. I have settings checked to create a sidecar for the RAF files, but not jpegs.
3. Some select RAF/raw files I drag-and-drop to another directory tree. Then I highlight all the rest and move them to a depository of RAF/raw files.
4. Then I move the entire directory (now containing just Jpegs) to yet another directory tree.
This was working fine. Then, after I updated to 1.5.0, some of the old directories would re-appear in my processing tree. But the only thing in those directories is an .xmp file. There seems to be no rhyme or reason as to which of dozens and dozens of directories I've processed show up, but it's always the same 15-20 directories. I've now deleted them have a dozen times. They don't re-appear every time I open XnVvew, and I can't determine a pattern as to when they will.
If I can determine anything else I'll post it here.

So sidecar are created for jpeg files? If you find a way to reproduce...
Pierre.

Pierre,
I resolved this just yesterday. It wasn't XnView, but CaptureOne that was recreating the directories due to an idiosyncrasy in the software.
Sorry for the wasted time.
