Probably a stupid question, but... As you can see on the screenshot, thumbnails for images that are smaller than the specified thumbnail size (346x276) have the same size that the image itself, with the exception of the JPEG file, as the thumbnail for it is scaled to the specified size. How do I make XnViewMP scale (enlarge) all thumbnails for all image types? "Custom thumbnail size" is checked, "Create from original image if embedded thumbnail is smaller than thumbnail size" is checked too (though BMP and WebP don't support embedded thumbnails, as far as I know).

your jpeg file seems to have a bigger embedded thumbnail

try these test files JPG definitely slightly bigger (starting from 222 thumb size)
in lightroom, acdsee - all thumbs are the same size

Right, it's a bug in the jpeg thumbnail function.
