move vs copy

Is there an configuration option for 'drag and drop' to always be 'move' and not copy?

In Win10 this appears to be the default if the move is within the same drive, but it is 'copy' if it is to a different drive. I don't know why this should be the behaviour. When I'm organizing my many new photos the vast majority of the time I want to move and not copy.
