Issues with Change Timestamp function

I have an issue with the Change Timestamp function. The issue manifests itself when I attempt to change the timestamp on large files. I am not sure what the clip level is exactly, but it seems to be somewhere around 1GB. The Change Timestamp function starts processing and takes some time before it eventually terminates normally, but the requested times have not been changed.

It appears that the Change Timestamp function copies the requested file(s) to a temporary file and then applies the requested change. Is it not possible to change the file attributes without copying ?

I was changing the dates (creation and modified) on video files - basically changing the time zone from my home zone to the date/time in the location that I took the videos. I have not experienced this issue on photos. After my original post I noticed that XnViewMP uses exiftool to do the timestamp changes, maybe the problem is in that software?
