Right now, the only way to change the UI theme is either via the popup that appears on the first start, or via "View" -> "Theme".
I think that this option belongs into the settings window, as this is the central place to configure XnView, and this is a global setting after all.
On top of that, i noticed that the "Theme" option isnt always awailable in the "View" panel anways - for example if you are viewing an image. To see the setting, you have to enter the file browser mode. I suggest fixing this inconsistency either by adding the "Theme" option to the "view" menu at all times, or removing it entirely, once it has been added to the settings window.

This problem is supposed to be fixed in XnView MP 1.8.6. Please check and confirm the bug fix here.
