Browser's Filelist scrolling via mouse wheel differs depending on the area you scroll:
- over Filelist area (affected by 'View scroll the content by thumbnail' setting)
- over scrollbars (follows system settings)
☑ 'View scroll the content by thumbnail' setting:
- changes 'Lines scroll at a time' from 3 (system default) to 1 (affects all views, except List) AND
- enables 'Snap to grid'
However, there are few inconveniences:
- naming is not clear enough
- thumbnails scroll by its full size, which is not handy when thumbnail size is big enough

A - clarify
- move scrolling setting from Browser to Mouse tab
- rename
- View scroll the content by thumbnail →
Scroll by one full thumbnail OR
Scroll over filelist [area] by one full thumbnail cell (as scrolling via scrollbar has different settings)

B - add options
- rework scrolling setting to radio buttons
first 2 options are equal to existing checkbox
- add ScrollPerPixel ScrollMode
for gradual scrolling, eg 5-10px by default
mimicking smooth scrolling
- (optional) add combobox to 'Scroll per item'
to customize number of items
