Selection To-Edge Drags (inconsistently occurring, inconsistent speeds)

If you drag a square selection into the window edges, the window scrolls when the cursor meets the edge, but not the left edge specifically when maximised (it does when non-maximised). Also the scrolls are performed at different speeds depending on the edge.
* Dragging the selection to the left edge of a maximised window should scroll also.
* Scrolls should happen at consistent speeds for all edges (unless there's a logistical image decoding barrier to achieving that).

* In addition, I wonder if it's possible for this topic about slow crops to be moved to the Bugs section for processing as I think it's best viewed as a bug - viewtopic.php?p=210403
