1.9.8: Resizing with the shell extension doesn't work for HEIC files

XnView: MP 1.9.8 - 64 bit
OS: Windows 10 Home 22H2

The "Resize" shell extension menu items don't seem to work for HEIC files.

To reproduce:
1. In Windows Explorer right-click on a *.heic file, then click on "XnShell > Resize > 320x200".

Actual behaviour (bug): Nothing happens.

Expected behaviour: A new, resized *.heic file should be created.
