XnView MP 1.9.10 has been able to view HEIC photos on Win7; in Settings - Thumbnails, "Create high-quality thumbnail" has been selected, and the option "Use embedded thumbnail" has been deselected.

I mean, after extracting the XnView MP 1.9.10 zip file, on the desktop or in folders on Win7 X64, without opening any image viewer software, I want to be able to preview the content of HEIC images through their thumbnails. For example, JPG or PNG files can have their actual content displayed as thumbnails, rather than just showing a file type icon. Did I explain it clearly?

Then why can image formats like JPG and PNG display thumbnail content? Does the aforementioned Win7 system come with pre-installed decoders? I thought the relevant decoders packaged with XnView MP supported this feature.

Pierre is correct in that HEIC thumbnailing is not built in to Windows Explorer, but such things can be added through 3rd party software.
What you need is an HEIC thumbnail handler for Windows 7. That is the software that allows the display of thumbnails in Windows Explorer. Windows natively handles some formats (like BMP and JPEG), but Windows 7 & 10 didn’t have HEIC built in.
I suggest you google to find one. CopyTrans HEIC is a piece of software that claims to be able to do this. Let us know if it works…
