I've not had this happen before, but when I tried to upgrade 1.9.10 to 1.10.3 on Windows 11 (as my user account) it failed because of open apps: searchhost.exe, explorer.exe and another third party app. It couldn't update a DLL, presumably because they were open. I killed searchost and the other app then explicitly reran the installer as administrator -- even though I'm already an admin on my PC. It still needed to close explorer.exe but it installed successfully and restarted explorer.
Explorer is part of the UI, in addition to many other functions. Why is it suddenly needing to restart it? This time it was OK, but I've seen negative side effects from restarting explorer.
Just curious.

As I stated, I did run it with explicit admin rights, as an admin user account. In the past it's never done that and nothing on my end has changed. At least I've not changed anything, no telling what MS has done behind the scenes, though.
