Subfolder functionality for favorites is partially broken

When a favorite folder becomes a subfolder of another favorite folder, it gets locked as a subfolder.

You can move it to a different favorite folder, but you cannot move it back to be a favorite folder instead of a favorite subfolder.

Browser - favorites/categories - allow drag to root level
