First up: there's no seperate "high quality" setting for fullscreen mode. Only thumbnails, viewer, and preview have a high quality setting.
Maybe that's why fullscreen has no high quality display, but that doesn't make it any better. I'm sure that if you browse your pictures, you'll stumble upon some that make it really obvious .It's best to have XNView make'm fit to the screen with images actually bigger than your desktop resolution being used. Then compare them to what they look like in the viewer and you should see the difference.
On a sidenote: if you switch directly from the viewer to fullscreen, it'll keep the high quality setting.

This might be related to the fact that Enlarge with HQ in fullscreen lite has some issue in 1.82.
