Edit EXIF doesn't allow seconds in timestamps

In the Edit EXIF dialog, the Date Modified, Date Taken, and Date Digitized fields are editable for time, but only for hours:minutes. Seconds cannot be added or edited.

The spec for those fields includes seconds, so the entry field should accommodate that:
11/20/2023 10:22:37 PM

There is room in the dialog; the entry field just need to be a bit wider.
