Combining image files to create a montage

Can I use Xnview to combine image files to create a montage?
How do I do this?
Is there other good freeware software which can do this?
I have a number of small images, and wish to combine them to form one larger image file, so that they can all be viewed at once.

In browser, select images and choose - Menu > Create > Strip of images.
