I try to resize a photo that is too big, but I'd like to do it without quality loss, so is there a way to do it without resampling like in photoshop?

1) If you resize a pic without resampling, the pic will look much worse than if you do resample it. For the best results, I strongly suggest using either the lanczos or hanning resample filters.
2) If you really want to resize without resample, choose "nearest neighbor" in the resample dropdown. "Nearest neighbor means that no resample filter will be used.
