I've noticed two strange and possible related problems:

When opening a picture in fullscreen from the browser, it does not get smoothed when zoomed in.

Oddly enough, when opening a picture from windows explorer into full screen, it DOES get smoothed, but the "use delayed high-quality" option no longer works, causing massive slowdowns.

Yes it's a known issue if you have a picture smaller than screen
