I've got ghostscript 8.54. It would seem you're right it is something to do with running from USB. It will convert to pdf though - but will not show in the file list. Checked associations - pdf ticked.
Is it possible to put ghostscript on the USB somehow - probably not. I'll have to investigate ...

Viewing PDF files does not work
One particularly useful facility for me is XnView's ability to convert picture format to pdf with the installation of ghostscript. However, after updating to the latest version and running that on a flash drive it no longer seems to work.

alternative pdf
I need to write to pdf quite a lot.
After trying a few i find primoPDF excellent [free]. Perhaps the later version of cute is OK but the one i used was v.short of primo's capabilities.
Just suggesting an alternative.
