Select Portion of Image

I feel like I am going crazy. I am trying to select a portion of the image so that I can use the Redeye tool. Problem is that every time I click on the image I get the closed hand which allows me to move the image. I want to create a square or rectangle around the eye to use the tool. I have looked though the menu with no luck. What am I missing?

Tools > Settings... :

This is a common problem, I'm not sure if changing the default mouse left-button behaviour has been discussed
