Yes, that link works, but contains it the same functions as this collected in one dll? (found on archive.org)

It came out, that open and save in Adobe Illustrator helps to let the CADSoft plugin render the svg from openclipart.org correctly. I'll test the same with openclipart.org tools and Inkscape and sodipodi.
