Sorry, disabling editing and saving is not possible at the moment.

There are the so-called 'Hidden' options to hide specific menu items and options, but these are intended for terminal environments, not for disabling main functionality like editing and saving images.

Not sure about what he asked. If he wants to disable (IOW, remove) some toolbar buttons, just go to Options -> Toolbar.

If he wants to remove some menus from menu bar, I guess it is not possible now.

One thing I still don't know. Do you want to disable the feature or only remove the menus/buttons?

I just don't want someone to be able to view rotate and save a .tif. on exiting the xnview program.

As crazytb wrote above, you could remove the appropriate items in the toolbar ('Tools->Options', Category 'Toolbar'). But there are not options to disable (=remove) the functionality completely, i. e. in the toolbar and the menu.

So currently, XnView cannot be limited to a 'Viewer'. Perhaps you can make the TIF files read-only and thus prevent users from changing them.
