The preview pane (yellow circle) show up when zoom in.

Tools > Settings.. View -- View tab -- Show Pan tool, I think.
Only shown when an image is zoomed in, I think.
One of a number of fairly recently added options which, personally, I would rather were not default settings, you might also take a look at some of the other view options... But that does at least draw attention to their availability!
