I believe that “Mystic Color Labs” (.PIC) and “Konica Quality Print” (.KQP) are one and the same file format (possibly derived from Pegasus Imaging Corporation's PIC format).
@Mrem et al: If you change the filename extension from .PIC to .KQP and activate Show all graphic formats in Tools → Settings… → General → General, you should be able to view (and convert) these files with XnView MP.
