there are multiple lists in Settings with different behavior

unify lists behavior / improve UX
Toolbar
- combobox
- make Viewer selected by default
as this is the most common mode
- make Viewer selected by default

- add shortcuts/mouse
- del - to remove item
- mouse double-click - to remove item
- add shortcuts/mouse
- right list
- add header (same as in Shortcuts)
so its possible to sort items by command name
- add shortcuts/mouse

- mouse drag&drop - to add item from right to the left list
- (optional) allow multiple items selection

there are several ways to implement this, the easiest is to add a 5th invisible column with the text "Action&Shortcut&Command name" (eg AverageCtrl+3cmd_rating3)
so when "Ctrl" is typed - it will show all shortcuts with Ctrl
