Can I suggest customisable accelerators be available, I cannot see anything similar in the GUI.
This could be as simple as a list such as
j;jpg;x;jxl
to indicate Alt-J will change to JPG, Alt-X will change to JXL
though with some caveat about the type of jpg.
Irfanview provides a different way by detecting when you type the extension and switching to that format.
However this idea could be expanded by having a whole settings set (extension and settings) associated with an accelerator, so you could save an accelerator for Jpg at 75 (and other settings), another for jpg at 50, another for jxl at 88, and so on, since we probably all have a limited number of settings combinations we use regularly.

I think adding Presets to Export dialog would be a better approach

I think Export could have them as well but I'd argue the whole point of the Save menus are that they are used, otherwise they needn't be there, and if they are used they would benefit from accelerators or presets. The same accelerators/presets could be available in any of the save scenarios.
I think a "named preset" is also a good idea, then there could be a pop-down list, and optional accelerator could be part of their options, so you could have say 5 named presets, and 2 of them with accelerators.
