I noticed the GPS time looks wrong. The value for hours is displayed in both hours and minutes and the value for minutes is displayed to seconds. See sample below:

I had to zip the original files to ensure the GPS data is safe. I tried 2 times through 2 different services but the result was crap. The GPS data was set to 0. I don't know if it’s Android or the service providers. To upload I selected "Files" rather than "Pictures", I thought this method would preserve the file name, I never thought the process would destroy metadatas.
PS: I tested with v 1.0 20 just in case but I saw it's not fixed yet.

The files I sent are originals. Actual date/time is visible as timestamp in the filename. For the file you mentioned it is 15:43:31, you are right.
The problem is XnView mobile shows 13:13:43 as GPSTimeStamp. It's not due to a change made by the app, it's misinterpretation of the bytes in the metadata :
13 h is correct (UTC +2 in summer for my location)
13 m is wrong, just a copy of the previous number
43 s is wrong as well, comes from the minutes
