I suggest improving filters :

- Add an horizontal lifter (slider ?) for filters having a very long list of items, like tags

- Add a checkbox to enable and show content of a filter , or disable and hide the content; only filter name is shown.

- Add a + button for metadata to be used for filtering

yes will be useful

yes, perhaps better to a setting button at the top to enable/disable whichones do you want?
- Add a + button for metadata to be used for filtering
to make a global metadata filtering?

Yes better with a button , same as those in "Settings"

I would like to choose a field, eg iptc:city , add this field with a "+" in the iptc metadata area ... (and a "-" button to remove other fields I don't need)

And then, open a dialog (same dialog as File > Name> ) to enter a criteria (is, is not ...) "Paris"

I remember Picasa used only global filtering. It's very efficient for beginners.
A single search field. You enter a text , Marseille , and all photos containing this word, anywhere, will be displayed.
Even for users who don't know anyting about metadata
