xnview.ini file is included in every beta version. It should not be included in the final version, perhaps also in RC versions, it's quite danger, all settings might be lost, if users don't have a backup.

would be nice if xnview just upgraded your ini, and kept your user settings.
Last beta update I had to use a file compare and manually edited the new .ini file just so that I wouldn't have to go through the options screen trying to pick all same settings, and colour styles.

In the final release, xnview.ini will not be added
On the other hand, keeping your old ini file with a new installation can cause bugs. See what happened to me in THIS THREAD . It'd be great if you could keep your old ini file without generating bugs, but.....
