Persistent Options Settings

For saving my JPEG images I use a high quality setting to preserve the image quality delivered by the camera.
But for certain applications (e.g. sending images per email) I store them with reduced quality by using the options dialog of the Save function.
Unfortunately I forget much to often to reset the JPEG option to high quality again, and then I store my high quality images with low quality, overwriting the possibly only existing copy of them.

Could the settings from the "Tools" -> "Options" menu dialog be made persistent, and option settings (any option) from the "Save" or "Save as..." dialogs be only temporary?

For saving in lower quality, perhaps you could use the new Export feature: File > Export... For all I know the settings of the Export dialog are completely separate from the settings of "Save as...".
