make a small pix bigger

Hi,
how can I make a small pix bigger?
Not ownly blowing up.
It should have after the "biggermaking" the same (or better) sharpness.
I know, my English isn´t the best.
But if somebody understand it, please explain it to me.
Or.... tell it in german language. :P

If you resize a small picture, you can't have same quality...

Well, there's software specialized in upscaling small images, but these programs can't restore lost detail:
