Comment vs. Description

What is the difference between "Edit Comment" and "Describe" and which field is more portable to other platforms (such as Facebook, PhotoBucket, etc.)?

'Edit Comment' is to edit the embedded jpeg comment.
'Describe' adds a descript.ion file in the folder with the description of files.

I.e. you can add a description to any filetype whereas comments are available in JPEG files, only. The JPEG comment is embedded in the JPEG file; when sending the JPEG file around the embedded JPEG comment is also sent.

IPTC is perhaps more universal
