Not in my tests:
Right-clicking
inside the displayed image usually -- but not always -- opens the next image
and displays the context menu...
And right-clicking
outside the displayed image
also sometimes opens the next image
and displays the context menu..
There does seem to be a random element, which might arise from several possible causes. It would be interesting to know whether the effect occurs with all mice, or only with particular mice as seemed to be the case last year. [Edited].

IMO, the context menu has to be disabled if the user assigns a command to
Right button in
Tools →
Settings… →
Interface →
Mouse.

That would be one possible solution: clearly if a button is assigned to two functions, the software can't in general determine which action the user intends...
Might another be to add a key such as Shift or Alt to the context menu mouse right-click action, so that it can always be available?
And depending on how the software is coded, it might in this case consistently produce both actions, or maybe different results on different occasions, depending on the timing even without the possibility of mouse button contact bounce.

Hip, hip - Hooray!
I found a simple work-around. In the Interface - Mouse settings I changed: Mouse wheel to Previous/next file. By rolling the mouse wheel the pictures move easily, smoothly and actually more quickly back and forth without any disturbing menus popping up. Quite easy and perfect for my purposes, as I often have to go through large folders with sometimes hundreds of pictures.
For me the problem seems to be solved, for now at least.

Glad you have found a solution -- a workaround that satisfies your need in another way -- but the issue you identified does seem to need to be resolved, a mouse right-click can't be seemingly assigned to two different actions...
